The Hubert H. Humphrey Fellowship Program offers one year of professional development for experienced and skilled professionals from specific countries in the United States. These are students from countries that are witnessing political transitions or developments. The Hubert H. Humphrey Fellowship Program provides 10 months of academic and professional experiences (non-degree) in the country. The fellows for the program are chosen based on their leadership potential and public service commitment. Over 6,400 fellows have received this scholarship from 1978 onwards, with around 150 fellowships provided yearly. Around 15 leading US universities host these fellows as well.

Eligibility 

The Hubert H. Humphrey Fellowship program’s eligibility criteria include the following: 

  • Undergraduate/bachelor’s degree
  • At least five years of professional, full-time experience
  • A public and community service record
  • Leadership attributes
  • Zero or minimal experience in the US
  • English language proficiency

How to Apply

Wondering how to apply for the Hubert H. Humphrey Fellowship Program? Applicants should contact their Binational Fulbright Commission or US Embassy (Public Affairs Section) in their home countries for information on the application procedure. 

Important Dates (timeline) 

Deadlines vary across different countries. The nominating Binational Fulbright Commission or US Embassy will advise on the internal application deadline. The Commissions and Embassies must submit all nominations by the 1st of October to the Institute of International Education’s office in Washington, DC. 

 

Selection 

The selection procedure entails the following: 

  • There is a national screening procedure where applications are reviewed, and interviews are held to finalize candidates for further assessment. 
  • The Institute of International Education reviews applicants nominated by commissions and embassies. It also convenes CRCs (candidate review committees) for evaluation. 
  • CRCs convene in December, and independent panelists come on board to review applications in specific program fields. 
  • The J. William Fulbright Foreign Scholarship Board (FSB) regulates the administration of the Hubert H. Humphrey Fellowship Program and has the final decision-making authority on choosing fellows. Its approval is the next stage of the process. 
  • Successful applicants are then placed at universities chosen to host them.
